How to make debug's brower in the front?

Haven't installed firefox,but palemoon,chrome,etc.
Searched the PDF Manual of Zennoposter, find no clue.

How to make it always show in the "front"?

Let us know you OS is installed + antivirus + firewall.

OS: Windows Server 2008 Enterprice 64-bit
Antivirus: Not installed
Firewall: Default settings. Haven't set any rule manually.
