Keep project on constant number of threads

How can I achieve that a project, that runs e.g. every 20 minutes, keeps on the same level (amount) of threads during all the time? So when the project starts again after 20min. but there are still 5 threads running and I want it to run constantly on 15 threads, there should only 10 threads beeing added and so on.

You should probably set maximum number of threads limit - 20 in task settings.
