What is the Scheduler for?

I'm having problems with scheduler, it is more like randomize my templates than a scheduler, the templates are running each time I open zenno, no matter if I open it 20 times in same hour or sometimes they start at random hours in example, I have the templates to start at 12 am now is 9 pm and they started running :S
I'm runnning 4.0.8.2


Is it me or anybody else is having the same problem? :S hope it gets fix soon cause I only have 20 days left of upgrades
