Test if url has responsive webdesign

I need a simple template, that I can embed into other templates, that takes any url as input variable and just return 1 output variable (boolean): IsResponsive

I already tried to make the template myself, but it returns correct results only in 80%. That is bad, because even guessing will give you like 50% correct results. So I gave up and search for someone who can make a template, that returns 100% correct results.

Why not use google mobile page test to check that. ? https://search.google.com/test/mobile-friendly

Not 100% the same as a responsive design test, but would be still good.
