Can C # set up a listener to capture requests

I have an idea now. I want to set up a listener to capture specific requests when visiting websites in ZP. For example, if the captured request is for a static file, I can save it locally and then directly access it locally to improve speed and save traffic. Do you have any ideas that can do this? I don't quite understand C #, but I think it should be possible
