Convert CSV to XLS

I would like to know how could I convert csv file to xls. I downloaded file.csv and I need to convert this to xls.

ZennoPoster is not document converter( You may upload CSV file to google docs and download table as xls.

If you load table from file and set a empyt xls file and save data to a table who as loaded from file, that file will be saved into a xls format.
As code example, look for table settings.
