How do global variables work exactly?

I have multiple projects that need to access the same URL... so I've set up a global variable in one of the projects... but will it work across all projects if it's only in one?

Also, here is an example:

I need to extract an email address on every template I make. Can I make a global variable that holds the email address every time? {-Global.namespace.Email-} ? The value would change with every template execution, would this work?

Otherwise I have to create the {-Variable.Email-} in every template, which is redundant and painful.
