What is use of this option ?

As I understood this is something related to flash.
If i want to register some sensitive accounts as youtube - do i need to enable or disable this ?

Or it is even not related to this ?

It's not related to this.
You should use this action if you have problems with flash based captchas for example, if they are invisible in recognition module. FF run plugins in separate windows which are located properly on main pages. This option makes that kind of windows visible for poster if you have problems with their content.
