Server was not launched on time

I saw another thread on this where you say to instance download timeout in the settings. I did that too the max and also closed and open project maker again and it won't open an instance. This just started happening, it's almost like there is a popup blocker when I try and run debug, it won't open the instance for some reason. Any help?

perhaps some sort of program blocks start the instance (firewall, antivirus)

I think I had a program that was too big running. Once I restarted the computer it worked.
