They are shown if you put mouse over. The reason for tiny version of this toolbar is to keep more space for main windows.

I know about putting mouse over, but if you have 20 lists then it is not that fast to find needed, also there is many ways to add list names visible and do not grow space for that, example add names on those small lists itself.
