What's the difference between "Load Frames" and "Ignore FRAME" in PM?

In PM when I click on "Browser" in the top navigaton it shows me the attached window. What exactly is the difference between "Load Frames" and "Ignore FRAME" under "Loading seetings" resp. "Loading level"

Load frame - enables/disables frame loading.
Ignore frames - means wait or not when frame will be loaded to consider the page as fully loaded.
