ZP Wont Go Above ~20 Threads No Matter What

I have no idea why but the other day zenno decided it wouldn't go above 20 threads. I'm running it on a dedicated server with 32 gigs of ram and when I check ram/cpu usage neither is even close to being overloaded. The templates im running are very simple and have worked fine in the past. Anyone experienced the same problems at all?
