Allows to remove proxy from list for X minutes instead hours

There is many proxy providers with backrotating proxies in few minutes.
A ban with the current minimum time (1 hour) is too high in this cases. Its preferable keep the proxy in the list because it's change after few minutes.
If this option was in minutes instead hours, it's a huge improvement in success rate and probably keeps the IP healthy for more time.
Besides, seems a easy change to do.

I want this to as I use a mix of rotating and static.

Added in version 2.10.14.0 ( however, the option label still in Russian =D ).
