If person at home , yes, it can be also wifi network ,but you can filter for (wife/cell). If user driving the car the ip will changes quickly

Really its hard to calculate. You can get free test for any shared proxy for 24 hours and check it. But if you need port where u will get new ip each request, this functionality will be done in few months.
