does that mean This bug is resolved by ZennoTeam or does that mean this particular user does not get this error anymore?

It is solved with this option enabled.

If if you don't use proxychecker, the problem process CheckingProcessor is still used by program.

I have reported this bug so many times. and Always I'm telling I'm not using any proxychecker at all.

And I have already explained you that CheckingProcessor.exe process is working even if you are not using proxychecker.
This process gives this error which is solved with switching this setting.
