Can someone make a Craigslist poster?

I am interested in getting a craigslist poster template.
Want it to do:
Use proxies of course
Post max 5 ads
Spinning title and html description
Able to upload images
And the geo, categories will be assigned


This I might do myself but do not have time.
Anyone can make this at cheap price?
