Always depends.
Some projects can use a lot of cpu example convert videos/audio/pdf another projects can use a lot of ram example, save all images of facebook.
The optimization is the sectet key in some cases.

In your situation browser and messaging, more ram will be more important, but keep a decent cpu. Don't believe in miracles of i3 2ghz with 32gb ram.
