How to exit an empty list

I can't figure out how to exit an empty list.
I have a nested loop
START
-List 2 bind file
**Loop1 Begins
Step 1 -New Accounts Table Processing
get line
delete line after processing
-Go to website
*** Loop2 Begins
-List 2 Processing
get line
delete line after processing
-Emails
*** Loop2 Ends
At this point List 2 is empty. I want to go back to Step 1

I was exiting from the center, not the bottom.
