Latest project maker not loading

I have win 8.1 enterprise build, 64 bit.
The project poster runs fine, but project maker is not loading at all.
if I select win 8 in compatability mode, then I see the black initial loading screen saying "Licenses..etc" but thats all, the GUI/software doesnt load at all.
