Do you want it to be universal or for a certain site?

Remember, for any of these sites you will need a minimum of three templates: Register template, Activation Email Template, Posting template.

If it is for one site (non universal) you will need three simple templates which is cheap.
If it is for all or most of web 2.0 sites, you will need 3 complex templates which will cost a lot.

1000$ for one complex template is not that much keeping in mind that he'll do the job very good.

Very important thing is updates because web 2.0 change sites very often and if you have complex template then you need updates as well.
