Hey. Best approach for what you ask are buying SIM cards and keeping them up to date. And if verification is needed then just put SIM in phone and receive SMS.

You can also find some providers what will charge you 30$ per month per number if not more. Depends on country.

I've found 10$ a month for text and number per month... but the call service is 2$ a month but no text
