Please tell the client to make sure he fully downloaded program installation file. Ask him to re-download it from another mirror.

I still think this is downloading problem...
But also, may be the issue with net.framework version.
So you may advise to update net.framework in system - https://www.microsoft.com/en-US/download/details.aspx?id=56116

thanks, i found the problem today, with testers. Our link for download is custom, and windows for some reason it detects as suspicious, and users can not download the exe file.

Now i change, and when a user pays, he gets your original URL for download. It is very strange, but now all is ok.
