Too many login attempts

I am trying to install CapMonster 2 on new computer, but when I authorizing my account, installer show me 'Too many login attempts', and log show the IP is blocked.
I tried to delete the hardware on userarea's control panel and waited over 1 house , the problems is still there.

Would you mind help me to unlocked my IP, please.
