What does "use browser" mean?

zp 5 has the option to use browser under project settings?
What does that mean/do?

Can i save resources with it?

if you are using only requests (get, post) - check the box and the instance will be much more lighter

Using this option (as mentioned above) you will make your project undependent of the browser and is usually needed when you want to optimize your template using GET/POST requests. You can find several articles about this on the forum.
